ALN Kenya is pleased to announce the successful conclusion of an extensive multi-stakeholder consultation process on the Draft East African Community Single-Use Plastics (SUP) Bill, 2023, culminating in the publication of the Private Sector Consultation Report and the updated Draft Bill. The outputs mark a major regional milestone in advancing coherent, practical, and future-ready plastics regulation across East Africa.
Over the course of six structured engagements between November 2024 and January 2025, we convened industry leaders from manufacturing, recycling, logistics, consumer goods, packaging, and environmental management. Organisations including KAM, KEPSA, PAKPRO, KEPRO, EABC, DHL, PepsiCo, Bio Foods, Avery Dennison, the East African Waste Management Coalition, and others participated through in-person sessions, written submissions, and technical dialogue.
This process represents the most comprehensive private-sector consultation to date on the EAC SUP Bill, which aims to harmonise plastics regulation across all seven EAC Partner States and accelerate the region’s transition toward a circular economy.
The updated Draft SUP Bill integrates technical feedback from industry on key issues, including:
- feasible transition timelines,
- clarity on prohibited and exempted items,
- consumer-facing labelling requirements,
- waste management obligations,
- innovation pathways for substitutes and circular systems, and
- The design of just transition measures.
These refinements ensure that the Draft Bill not only protects the environment, waterways, and biodiversity, but also supports regional investment, promotes green industrialisation, and strengthens cross-border competitiveness.
