The Whistleblower and Witness Protection Act [Cap 446 R.E 2023] (the Whistleblower and Witness Protection Act) came into force on 1 July 2016, whereas the Whistleblower and Witness Protection Regulations, 2023 (the Regulations), as amended, came into effect on 10 February 2023.

Due to the rise in organised crime, corruption-related offences, unethical conduct, abuse of office, and other illegal or hazardous activities in Tanzania, particularly in private and public procurement, law enforcement agencies, and local government administration governance reforms have increasingly prioritised transparency, accountability, and institutional integrity. Within this context, the enactment and implementation of the Whistleblower and Witness Protection Act signal Tanzania’s acknowledgement that robust legal and institutional safeguards are essential to encourage citizens and public officials to report misconduct without fear of retaliation.

Tanzania’s experience indicates that although the Whistleblower and Witness Protection Act constitute a significant milestone, its overall effectiveness ultimately hinges on sustained political will, adequate institutional capacity and resources, heightened public awareness, and the credibility of enforcement bodies to provide genuine protection and promote public trust.
